We strip everything off rather than layering over the old roof, because covering an existing roof hides whatever is wrong underneath and gives the new shingles a worse surface to grip.
A replacement is the only time anybody gets an honest look at your decking. Soft sheets, old repairs, delaminated plywood and gaps all show themselves once the roof is off — and fixing them then costs a fraction of what it costs after the new roof is already down.
